The Usual Sequence
- Measure and inspect. The roofer checks pitch, decking and ventilation, and notes anything that affects panel layout.
- Price both materials. Ask for metal and shingle bids on the same scope so the comparison is fair.
- Covenant approval. Your roofer submits the panel profile, color and finish to the Township before anything is ordered.
- Permits where needed. The roofer confirms what your address requires and pulls it.
- Install and hand over. After tear-off and underlayment, panels and trim go on. Keep the panel and finish warranties.
Color and sheen are where metal jobs here get stuck. Section 1.6.H of The Woodlands Residential Development Standards asks for muted roof colors without a color pattern that blend with the natural landscape, and it rules out any glossy finish on metal. All roof replacement needs covenant approval (Covenant Administration, 281-210-3800). If solar is in your plans, §2.0.J wants panels flat to the roof's slope and below the roof line.
Montgomery County requires no roof permit. Grogan's Forest Sections 5–7 need a City of Shenandoah permit and must still meet The Woodlands standards. On the Harris County side, structural work can need a county permit, so your roofer checks.

Will the Township approve a metal roof?

Could metal lower my insurance premium?
Possibly. If the product carries an impact rating, your roofer can complete Texas form PC068 so you can ask your insurer about a discount. Each insurer sets its own amount, and none is guaranteed. A September 2026 state bulletin encouraged insurers to credit impact-resistant roofs, so ask before you choose.
Does metal dent in hail?
It can. Heavier gauges and stone-coated finishes hide small dents better than thin, smooth panels. Many dents are cosmetic, so check how your policy treats cosmetic damage to metal before you buy, and ask the roofer which impact rating the panel carries.
Can metal go over my existing shingles?
Some systems allow it, but a tear-off lets the roofer inspect and repair the deck first. If someone suggests going over shingles, ask in writing how they'll handle ventilation, what the panel warranty says about it and whether the covenant submission changes.
