Covenant review is the real gate here. The Woodlands Residential Development Standards list all roof replacement as work needing covenant approval. Section 1.6.H asks for muted colors with no color pattern that blend with the natural landscape. Tile, slate, composition shingles, stone-coated or standing-seam metal and cement-fiberboard are accepted, and metal can't have a glossy finish. Some addresses add a step. Grogan's Forest Sections 5–7 sit inside the City of Shenandoah, which wants a posted roofing permit, a six-nail shingle pattern rated for 110 mph gusts, and inspections, on top of The Woodlands standards. On the Harris County side, a like-for-like re-roof often falls outside the county's permit list, but new rafters, framing or decking can need one; your roofer confirms at (713) 274-3900.

Do I need Township approval to replace my roof?
Yes. The Residential Development Standards name all roof replacement as covenant work, even if the look isn't changing. Montgomery County doesn't require a roof permit, so for most homes the covenant review is the approval that counts. Your roofer should file it with the exact product and color before ordering anything.
Can new shingles go over the old ones?
Some roofs can carry a second layer, but only a tear-off lets the roofer see the deck and swap rotten boards before they're sealed in. If someone proposes an overlay, ask for the reason in writing and what it does to the shingle warranty.
Who hauls the old roof away?
Your roofer. The Township won't take torn-off roofing as bulky pickup, so the estimate should include a roll-off dumpster or similar and its cost. Ask where the container will sit and how long it stays, so a driveway or a neighbor isn't blocked for days.
